Ok, I'll make a cheap guess judging by the latest news, the mountains in the back and what looks to me like charred twigs - something to do with a controlled fire inspection in some national forest/park?

General Groves is the person right next to Oppenheimer, not the man on the far right (this is probably a typo). The man at the back is physicist Victor Weisskopf.
