That's an oil spill - so, it is the ship Exxon Valdez captained by Joseph Hazelwood which spilt 41M liters of crude oil near the Gulf of Alaska after hitting the Bligh reef. This oil spill killed around 250,000 seabirds, nearly 3,000 sea otters, 300 harbour seals, 250 bald eagles and up to 22 killer whales.

I just came across this comparison:

Approximately $80,000 was spent on the rehabilitation of every sea otter affected by this Exxon Valdez oil spill.

This is about 10 times the condolence amount offered by the U.S. military to the family of an Afghan killed.
