Who was fined and why? When and how was the fine repaid?

Answer: To quote giant amoeba, The US was fined for littering when parts of the skylab fell over Esperance, western Australia. The fine was paid in April 2009, when radio show host Scott Barley of Highway Radio raised the funds from his morning show listeners, and paid the fine on behalf of NASA. Iam, Saket, Swapnaa, Jamie, Raghu, giantamoeba, Divya, Matti and Krithi got it. Well done.

In 1979, pieces of the space station Skylab crashed onto Australia, Esperance after the craft broke up over the Indian Ocean. The municipality fined the United States $400 for littering. The fine was paid in April 2009, when radio show host Scott Barley of Highway Radio raised the funds from his morning show listeners, and paid the fine on behalf of NASA.

On July 11, 1979, the American Skylab Space Station reentered Earth's atmosphere headed for Western Australia and the Indian Ocean. It broke up during reentry and much of it landed in Esperance. In turn the Shire issued a $400 fine to the American government for littering. The fine was paid in April 2009, when radio show host Scott Barley of Highway Radio raised the funds from his morning show listeners, and paid the fine on behalf of NASA.
