Question - 368

Hint 1: No correct hits on this so far. It's a standard related question.
Hint 2: Map 2, a slightly more simplified version of the first map.

The Return of Dinesh: Dinesh is back starting tomorrow as the QM for the blog. Your truly is off to the Motherland and will be back in two weeks,  certainly well-fed and hopefully with more questions.

GSM World coverage 2009 (Over 3.5 billion subscribers across 1,050 networks in 222 countries & regions).
Interesting! Had a jolly time trying to initially figure out what was going to happen across the world specifically between Feb 16-19 and Nov 10-12, 2009, as well as what is located in Rio, Kiev, Bishkek, etc...at some point searched for world mobile coverage, but did not run into this map. thanks for the hints!
