The connecting phrase is Sic Semper Tyrannis (thus always to tyrants) - it was supposedly said by Brutus while assassinating Caesar and by Booth while assassinating Lincoln, the seal bears the phrase and McVeigh had a T-shirt with this slogan when arrested.
