Who is being caricatured and what event is being depicted?

Answer: Cecil Rhodes (of Rhodes scholarship fame) and his plan to lay telegraph lines across Africa. Manix, Ashwin and Divya got both parts right while Arvind, Iam, Rajesh and an anon got the person right. Well done.

I don't understand why we continue to think that Rhodes scholars are awesome. Maybe the scholars don't know who Rhodes is?

I just read up about this guy, and he seems to be a monster! Here's a quote of his:

“We must find new lands from which we can easily obtain raw materials and at the same time exploit the cheap slave labor that is available from the natives of the colonies. The colonies would also provide a dumping ground for the surplus goods produced in our factories.”
